Prime Minister Pushpa Kamal Dahal 'Prachanda' has directed the concerned authorities to develop and implement a performance-based evaluation system with indicators for all civil servants from the new financial year.
At the third quarterly progress review and ministerial-level development action committee meeting of the current financial year held at Singha Durbar on Wednesday, he said that it was necessary to transform every employees' performance level and conduct. Furthermore the Office of the Prime Minister and the Council of Ministers (OPMCM) should be to be made the real center of government affairs.
Prime Minister Dahal urged for special attention to the implementation of the remaining programs and activities of the current financial year, and thereby achieve 100 percent results. Likewise, necessary preparatory work should be carried out on time for the effective implementation of the policies and programs and budget of the next financial year.
Stating that pro-active role of all employees is necessary to achieve the results according to the set goals and in the specified time, he said that the competence of the employees will be developed along with incentives and motivation.
Pointing out the need to establish the OPMCM and its subordinate bodies as national standards in terms of level of performance, results and quality, he said that attention should be paid to the overall image and progress of the executive headquarters of the country, which is also a reflection of the performance of the government.
He also emphasized on the need to develop an effective monitoring and evaluation system to receive information on time, to make in-depth analysis of information and take positive intervention for problem solving.
In the meeting, reports on the progress of the OPMCM and their subordinate bodies up to the third quarter of the current financial year, the problems seen in implementation and other matters were presented.
On the occasion, the Secretary of the OPMCM, and the heads and representatives of the subordinate agencies expressed their views on their respective responsibilities.
